The runic sewing kits will indeed be a reward from the bulk order deed system. Although it is easier to make an item with special properties by doing so with a runic sewing kit, those people without the kits will still be able to craft such items with normal kits and imbuing them with properties afterward. As Augur pointed out, there is something of a benefit to doing it either way: the ease of using the runic kit to make a propertied item is a benefit, while having the control over what properties you want to imbue your "regular" item with over the random properties assigned with the runic is a benefit as well.
