You don't need a Runic to Enhance an item. This is actually one of the main reasons Enhancement was brought up as an addition in the first place - to make sure crafters without Runics still had a role in the interaction between the new Magic system and the Crafting system.
Just building a "plain" (i.e. no magic) set of armor/weapons out of colored ingots or leather can get you a good set of Resistances and Damage Type conversions though, as well as a few other properties normally associated with magic properties.
So there's still stuff there for people without getting Runic hammers or sewing kits, but it's definitely much easier to make an item with special material right away (so making the magic item with your runic crafting tool and special materials) than it is to Enhance it with the material after the fact. Mostly because doing it after the fact means you are getting EXACTLY what you want rather than part of what you want combined with some randomness.
If we easily gave you exactly what you wanted right away, the whole random distrubution of the magic item loot system would be wasted. We might as well just have a pop up window when you open a corpse asking what item you want :)
